Condoleezza Rice arrives in Kenya to bolster international peacemaking efforts.
Rice met first with Annan, and will meet later Monday with Kenyan President Mwai Kibaki and his opposition rival, Raila Odinga. The incumbent's offer to allow opposition members onto his cabinet is unlikely to satisfy the opposition, who say the election has been stolen.
